FinCEN Withdraws Crypto Rules Targeting Mixers And Unhosted Wallets - TradingView
medium impactBTCETH
FinCEN has withdrawn two proposed rules that would have imposed stricter recordkeeping and reporting requirements on cryptocurrency transactions involving mixers and unhosted wallets. The proposals, first floated in 2020 and revived in 2022, would have required banks and money services businesses to collect additional customer information for certain transactions, particularly those involving self-hosted wallets or mixing services.
The withdrawal removes a near-term compliance burden that the crypto industry had argued was technically impractical and privacy-invasive. For market participants, the immediate effect is regulatory clarity: firms no longer face the prospect of retrofitting systems to meet rules that were never finalized. That reduces uncertainty around how exchanges and custodians treat transfers to and from self-hosted wallets.
What to watch next is whether FinCEN pursues a narrower approach or defers to broader legislative efforts on digital asset oversight. The underlying policy debate over anonymity-enhancing tools and wallet-level reporting remains unresolved, and other jurisdictions continue to advance their own frameworks. For now, the withdrawal signals a pause rather than a permanent shift in direction.
