REGULATION | FinCEN Scraps Proposed Crypto Mixer Designation, the $10K Crypto Reporting Rule for Private Wallets - BitKE
medium impactCrypto
FinCEN has withdrawn two proposed measures that would have expanded reporting and designation requirements for certain crypto activities. The first would have designated specific cryptocurrency mixers as a primary money laundering concern, a step that can carry significant compliance consequences for institutions handling related transactions. The second would have required reporting on transactions involving private, self-hosted wallets above a $10,000 threshold.
The withdrawal removes, at least for now, a compliance burden that many market participants had been preparing to absorb. For exchanges and custodians, the practical effect is that certain wallet-related reporting and screening expectations tied to these proposals no longer have a defined path forward.
What to watch is whether FinCEN revisits the proposals in revised form or shifts to other tools, such as targeted designations or guidance. The underlying policy interest in mixer activity and self-hosted wallets has not disappeared, so market participants should treat this as a pause rather than a permanent resolution.
