France Moves to Tax Stablecoin Swaps as 10-Year Crypto Loss Relief Advances - Bitcoin Foundation
France is advancing a tax framework that would treat swaps between crypto assets and stablecoins as taxable events, while separately introducing a ten-year carry-forward period for crypto losses. Together, the two measures would tighten the treatment of stablecoin conversions while giving investors a longer window to offset earlier losses against future gains.
The stablecoin provision matters because many users treat dollar-pegged tokens as a resting place rather than an exit from the market. If each swap into a stablecoin is treated as a disposal, those movements could become reportable events rather than neutral transfers. The loss-relief change works in the opposite direction, softening the impact of downturns by extending how long unused losses can be carried forward.
For market participants, the practical questions are timing, record-keeping, and how the rules define a taxable swap. The detail still to watch is how the measures are finalised and applied in practice, since that will determine their real effect on behaviour.
